Moon-Sighting History
Background
The Conference of Rulers during its 92nd meeting on 15 and 16 March 1972 agreed to determine the dates for the start of fasting, Eid al-Fitr and Eid al-Adha for the whole of Malaysia. Prior to 1972, the determination of these dates fell under the jurisdiction of the individual states.
The sighting of the new moon to determine the start of fasting for the whole of Malaysia was carried out for the first time on 29 Shaaban 1392 corresponding to 7 October 1972 in Teluk Kemang, Port Dickson, Negeri Sembilan. Since then, the declaration for the start of fasting, Eid al-Fitr and Eid al-Adha has been made by the Keeper of the Rulers' Seal via radio and television after receiving the assent of His Majesty the Yang di-Pertuan Agong and Their Royal Highnesses the rulers of the states.
Method of Determination
The method used for determining the start of the fasting month (the start of Ramadan), Eid al-Fitr and Eid al-Adha in Malaysia is based on physical sighting and calculation.
Rukyah ditentukan melalui pencerapan di kesemua 29 tempat yang disenaraikan Tempat-Tempat Cerapan Hilal (Melihat Anak Bulan Semenjak 1972 Hingga Sekarang). Laporan daripada pegawai pencerapan meliputi fakta waktu mencerap dan keadaan cuaca ketika mencerap.
Hisabditentukan oleh ahli falak dari JAKIM mengikut kriteria ketetapan Imkanur-Rukyah, iaitu kebolehnampakan hilal atau anak bulan yang telah dipersetujui oleh Majlis Raja-raja. Kriteria tersebut berdasarkan persetujuan bersama oleh anggota Pertemuan Tidak Rasmi Menteri-menteri Agama Negara Brunei Darussalam, Republik Indonesia, Malaysia dan Singapura (MABIMS) dalam Mesyuarat Jawatankuasa Penyelarasan Rukyah dan Takwim Islam Kali Ketiga pada 29 Zulkaedah 1412 bersamaan 1 Jun 1992 di Labuan.
Kaedah Pengumuman Tarikh-tarikh Puasa dan Raya
Mesyuarat diadakan antara Pejabat Penyimpan Mohor Besar Raja-raja dengan pihak JAKIM (Bahagian Falak) dan pihak RTM untuk memastikan tindakan seperlunya, termasuk penentuan bahawa bekalan elektrik dan perkhidmatan telekom tidak tergendala pada waktu pencerapan dan untuk urusan pengumuman.
Rakaman pengumuman dibuat dalam dua situasi, iaitu mengandaikan (i) anak bulan kelihatan dan (ii) tidak kelihatan yakni samada Syaaban dan Ramadan berjumlah 29 atau 30 hari.
Urus setia diwujudkan di Pejabat bersama pegawai RTM yang bertanggungjawab dan ahli falak dari JAKIM. Laporan-laporan diterima dari semua pusat pencerapan. Apabila selesai, laporan disembah maklum kepada Yang di-Pertuan Agong untuk perkenan.
Sebaik sahaja titah perkenan disambut, Penyimpan Mohor Besar Raja-raja memberitahu pegawai RTM di Urus Setia untuk beliau mengarahkan pengumuman yang bertepatan dilakukan. Biasanya semua tindakan tersebut dapat disempurnakan sebelum jam 8 malam dan oleh itu, upaya diumumkan pada waktu berita RTM.
